The French High Council for Literary and Artistic Property (CSPLA) releases an English translation of its 2017 report on the upcoming Article 13 of the EU’s Proposal for a Directive on copyright in the Digital Single Market, which concerns technologies that can detect copyright infringement.
This Article is particularly relevant for platforms like YouTube where a substantial proportion of the content is not uploaded by the copyright owner (particularly music), thereby limiting the revenue and protections of the artist.
The Article outlines the problems with the current approach of taking down content identified as violating copyright and outlines the proposed automated system to provide safeguards for copyright on online platforms.
